Bharti Airtel submits basic details of segmented offers to TRAI

Bharti Airtel has submitted pricing details and the number of users of its segmented offers to the Telecom Regulatory Authority of India (TRAI) but has refrained from providing specific details which include customer names and addresses as sought by TRAI.

Vodafone Idea, on the other hand, sought a 15-day extension from TRAI to submit these details owing to their recent merger. Reliance Jio is expected to submit its data on April 24, 2019.

In the first week of April 2019, TRAI had asked operators to submit tariff plans as well as details of segmented offers within 15 days or by April 25, 2019. The details sought by the regulator included terms and conditions, validity period, benefits of segmented offers, number of customers availing such offers and also whether subscribers have availed benefits under the tariff regime, adhering to non-discriminatory pricing rules.

Shortly after launching services in September 2016, Reliance Jio complained to TRAI citing that incumbent operators were flouting rules by offering segmented offers. Subsequently, TRAI barred telcos from providing such offers. In response, incumbents challenged the TRAI order in the Telecom Disputes Settlement and Appellate Tribunal (TDSAT) which scrapped the order but allowed TRAI to seek basic details. TRAI has moved the Supreme Court of India against the TDSAT order.

According to TRAI, it has the right to ask for details of segmented offers on which it may have received complaints or to check whether they violate non-discriminatory pricing.
